Background information

The Breakthrough Agenda Report 2025 identifies practical opportunities for countries to work together in ways that advance both economic development, energy security and sustainability goals. At a testing time for international cooperation, the report underscores its importance to avoid market fragmentation and falling short of the Breakthrough Agenda goals. 

This is the fourth report in a series that assesses the impact of international collaboration in accelerating the transition to clean energy technologies and sustainable solutions in key sectors. It was prepared by the International Energy Agency in collaboration with the Climate High-Level Champions. 

This year’s report defines how successful international collaboration can be measured and what effective collaboration looks like in practice, creating a comprehensive monitoring framework that can help countries and industries sustain momentum across sectors. It also identifies new priority areas for international collaboration to support the sustainable production and use of fertilisers. 

Released ahead of the COP 30 meetings in Belém, the findings of the Breakthrough Agenda Report 2025 will provide key inputs to the COP 30 Presidency’s Plan to Accelerate Solutions and country efforts to enhance collaboration in key sectors. 

This webinar will present the key findings of the reports, followed by a Q&A session with the authors.
